Fast-roll tournament ruling?

the nature of the participants is part of my consideration. is the "fast roller" a newby? why is he fast rolling? is the aggrieved, one that tries to take advantage of "rules". I really like to see tournaments decided on play rather than in court. these are factors important in my ruling.
All participants in a tournament agree to abide by the published rules. Otherwise they should not enter. While I agree that motivations and extenuating circumstances should be considered, I believe the first responsibility of a good TD is to ensure that the rules are applied fairly. So I'd disagree insomuch as I see no reason why tournaments cannot be decided on play AND "in court".
it's not for the aggrieved player to enforce the rules when he sees fit.
I'd dispute that. I direct you to this clause in the US Tournament rules:
4.8 ILLEGAL PLAYS. A player may condone his opponent’s illegal play by rolling his dice or turning the cube. Otherwise, he must require the opponent to replay the entire roll legally.
So the "aggrieved player" is perfectly within his rights to call a TD whenever he likes, and "enforce the rules when he sees fit".
