Fast-roll tournament ruling?

[In a fast roll context...] B can't start moving his checkers, for example.
Again, he shouldn't, but he certainly can . If the actions 'stand' and are understood in a linear sequence, isn't this 'turn' stuff just semantics? To illustrate, if somebody was recording the match and punched the moves into a bot, wouldn't the outcome be functionally identical whether or not there were 'premature actions' involved?
If you take the position that B made an illegal play (by doing nothing) then ended his turn by picking up his dice, then A should have the right to condone the play or require B's play to be corrected. But A doesn't know what B rolled, so how can he make that choice?
Are you suggesting in this hypothetical that A cannot request redress merely because he was ignorant of B's dice?!
Tell you what: I'll play you a game where every time I roll, I hide the dice from your gaze. But I'll take a peek at them and if I like what I see, I'll play 'em in plain sight. Otherwise I'll scoop them up sight unseen. :-)
