Fast-roll tournament ruling?

The more I think about it, the more I like the "worst roll" solution.

I must say, the more I consider it, the more I agree with this suggestion, harsh though it is. It seems to me that picking up the dice might've theoretically been an attempt to eliminate or disguise a "worst roll" scenario, so the opponent who didn't see the numbers must be given the benefit of the possibility they rolled that way naturally.

Has fast rolling been silently tolerated all match long and now that the player rolled a joker he is being called on it? Or has the player been consistently warned a few times and did not stop.

I'm not sure I see why this is all that relevant. I don't see why players should be obligated to become policemen and report a "pattern of behaviour" before requesting a ruling on a given infraction.
