Premature actions happen quickly because someone is impatient or not thinking or oblivious. That will limit queue size. Because beyond this it clearly goes from accident to intent to disrupt the game at the least, or cheat at the worst and the director should be summoned to read this guy the riot act.

In my opinion, all premature actions are actions against the player's next turn. Let's say a player did not roll prematurely and instead properly waited until it was their turn. Suppose they rolled a legal roll and simply scooped the dice and rolled again. Would we say they've taken their current and next turn's roll? Clearly no. If their first roll was not cocked and 30 witnesses will testify to that, then any sane director would rule that the player's first roll stands and needs to be played legally (or potentially condoned as an illegal non-play by the opponent), and that any subsequent rolls are simply void. That is assuming the director believes there was no ill intent by the player such that stronger penalties are called for.
