Fast-roll tournament ruling?

There's something about this person's story that doesn't quite wash. It seems kind of unlikely to me that he actually saw a low number before his opponent snatched up the dice, because he would have objected immediately.

He didn't object because he saw a low number, but rather because his opponent fast rolled, picked up his dice and then rerolled. These are illegal actions, and he is well within his right to request a ruling. Why is this controversial? Wearing a TD hat, it is not my role to 'take sides' or second-guess motivations.

Frankly, in the bigger scheme it matters not one whit whether the fast rolling player's illegal actions were motivated by malicious intent or not. That cannot be established beyond hearsay. What can be established irrefutably is that he acted in contravention of the rules.
