Fast-roll tournament ruling?

Though I like the idea stated of the offender forfeiting his turn, and provided you have truly given an accurate account of the incident that was backed up by witnesses and/or admitted to by both players, it is a ruling that I would consider fair, we have another issue.
The question is should the tournament director rule on the basis of what he thinks is fair, or should the tournament director rule according to what the rules state?
If the rules are unclear or ambiguous, as they are in many cases, or if the rules don't cover the particular circumstances, and there will always be some situations that are not completely covered in the rules, then the tournament director has great latitude to decide what penalty or ruling to impose.
I have always believed that it should be written into the rules that when in doubt, any ruling should clearly go against the party who initiated the action that caused the problem, and your solution clearly seems to fit that dictum.
