First of all, in various other locales, the "or require reroll" variant was already the rule, so it was not unprecedented.

As I understand it, the goal was to prevent fast rolling, period. The rule as originally written generally worked fine for contact positions. However for non-contact positions such as bearoffs, there was no disincentive to prevent fast rolling because the advance knowledge of the opponent's roll would almost never be of use to the player. Giving the option to require reroll makes fast rolling into a losing proposition in nearly all positions and thus tends to prevent its occurrence.
