In Response To: Fast-roll tournament ruling? (Matt Ryder)

You can never prove someone's intent, but you don't have to. When in doubt, you simply rule against the party that "caused" the problem, or incident, or question. Whether intentional or not, you rule against because "it could have been intentional" and even if it wasn't, the other party must get the benefit of the doubt.
