is disingenuous to allow the fast roller's rolls to stand when they are poor, but not when they are good

Actually, that is EXACTLY how the rule is wrtten and this is the 'punishment' allowed. The aggreived player has the right to have the roll re-rolled OR let it stand.

4.6 PREMATURE ACTIONS. The opponent of a player who rolls prematurely shall complete his turn and then either let the premature roll stand or require a reroll.
