Fast-roll tournament ruling?

The option to require a re-roll was the rule in Europe, Denmark and the UK, so when the US changed to this option it came into agreement with basically all other rule sets around the world.

In some ways I liked the old rule where a premature roll always stood, (fast rolling in bearoffs became 'OK'), but many contact positions made it such that there was no penalty for premature rolling. Allowing the opponent to require a re-roll at his option creates a clear penalty in any position (though the the re-rolled dice might not cooperate in penalizing the offender.)
