Mandatory Clocks -- Penalty for Non-Use

In Response To: Mandatory Clocks -- Penalty for Non-Use (John O'Hagan)

The flyer actually states the following:

"The OPEN is CLOCKED, unless both players agree (with director's approval) to not use one."

I announced that I had yet to hear a reason for no clock and it would be unlikely that I would buy-in to proffered reason.
