How would TD rule it ? Part 2 --Remember Marion Jones?

Recently Marion Jones was stripped of her medals in the 2000 Olympics for drug use. The people she beat in her LAST competition were moved up one place (if they weren't cheaters themselves). It was "tough luck" for the people she beat in the heats, quarterfinals, and semifinals who were eliminated because she was in the race, i.e., one person in each of those races did not move on to the next round because Marion Jones moved on to the next round. The point that I'm making is that sometimes the people who are screwed first don't get redress, and the person screwed last gets moved up.
