How is this different from regular double elimination

I am sure the details to be revealed will reveal the details.

But this was stated as "lose twice and you're out".

A regular Double Elimination format is "predrawn", and each player plays people with the same or at most different by one records until losing twice. How is this modified Swiss format really different?
