How is this different from regular double elimination

I think there is the following difference:

Suppose you start out a regular double elimination by getting 3 wins and then one loss. Despite having same W-L record you would probably be more advanced in the one loss bracket than someone who started with 1 loss and then 3 wins. In the Swiss all equal W-L records are treated equally.
