There is no reason to think it is exactly correct for a given ratings difference. --

Yes to all of those. And also there is a wide range of matchlengths being played but the ELO rating is applying to all of them simultaneously. How to adjust for different match lengths is basically a guess and another source of uncertainty. If everyone at the site only played 5 point matches, I would have more confidence in the formula's predictions for 5 point matches.
