You raise all of the exact requirements for the perfect rating system. Elo with all of its flaws attempts to accomplish exactly what you describe in the manner you describe it. It may not be perfect, but until you can come up with the mathematics to describe a new rating system and prove its superiority over the current Elo type system as applied to backgammon, don't take the discussions of its potential imperfections to imply dissatisfaction. IMHO Elo rating is still the best thing in existance to describe the effectiveness of an individual's play against their playing population.
