Have you investigated the World Amateur Championships (trophy was named "Plimpton Cup" after famous 'amateur' George Plimpton who handed out the award) held from ~1979 to ~1985? These were promoted/run by the Henry and Kate Watson (or Wattson -- I need to look it up) and crew. There was a concurrent Open event. The eligibility was similar to Howard's in that players who had won Open events could still play in the Amateur -- e.g. David Liebowitz (sp?) who had won an Open tournament in LA a few weeks/months before he won the amateur. Open was for players at the level of today's 'Giants'.

These were held at the Dunes Hotel and Casino (at least the two I attended) which was on the same property currently occupied by the Bellagio. I'll dig up an old flier if you're interested in hearing more. Of course one would think a better tournament could be run today, but IMO it never hurts to at least look for lessons learned.
