Navy FG Before Halftime -- OT

In Response To: Navy FG Before Halftime -- OT (Bob Koca)

I think the quarterback position is defined by what you do as opposed to how the roster reads. Anyone taking the snap from center is the quarterback for that play (excluding kicking plays), at least that makes sense to me.

For example, I know that you can't hit the QB at the knees or below or anywhere in the head when he is passing, but is that still a penalty if he is running with the ball?
