So then if the regular QB is using the half sleeve option and lines up as a receiver for a play it is a violation? When does a kicking play become a kicking play? It seems that the ref is just supposed to know a QB when he sees one.
The lack of specificity in the rules has caused a problem before. When the radio helmets first came about the rule was that the QB was allowed to have it. Kordell Stewart of the Steelers was listed as a QB but would sometimes play on the field with the starting QB. After protests that it was not fair to have two players on the filed simultanesouly with radio the rule was changed to one maximum. Not sure if it still had to be a "QB" though.
The emergency QB rule also refers to QB without defining what a QB is. http://fifthdown.blogs.nytimes.com/2009/09/26/vick-and-the-third-quarterback-rule/ has some interesting points here. In particular "1) The two quarterbacks on the 45-player active list must be bona fide quarterbacks: a club is not permitted to designate as one of its two quarterbacks a player whose primary position is not quarterback". With the multiposition players that have become popular recently what exactly does that mean?
