The problem here is that by the time the director can be summoned and come over to assess the situation, the evidence is likely to be destroyed. The board might be packed up and the players and other spectators might have gotten up and walked away. In my opinion, time is of the essence and it seems reasonable for the kibitzer to have alerted the players to the possible irregularity directly. It seems silly and unnecessary for the kibitzer to say "nobody move or touch anything, I need to go call the director" when he can simply say to the players "was the cube at 1 or 2 at the end of that game"?
