I've stated my opinion on this in the past, and I agree.
The "commonly accepted rules of backgammon" state that you cannot pass your turn. You cannot fail to roll and instead say "I pass" and have your opponent say "I condone your illegal passing of your turn". It is not the same as an illegal play. You cannot make an illegal play if you do not know what the dice roll is. It is generally accepted that one may skip rolling in backgammon when the only possible legal play will be no play. So frankly, I cannot comprehend how any director can interpret hitting one's clock without rolling the dice as anything other than passing one's turn which cannot be condoned.
Yes, I agree that this interpretation of existing rules should be clarified and spelled out to eliminate confusion.
And I do realize that we can't have somoeone just hitting their clock every 12 seconds without making a play just to get more time to think. But there should be the presumption of integrity, and common sense and good sportsmanship should rule, and if someone is clearly abusing the intent of the rules and violating the spirit of fair play to gain an advantage, they should be dealt with by the director. And players should not hesitate to bring such matters to the director's attention.
