Clock concerns - your thoughts please.

I agree with most of the postings, but would like to raise one additional issue. It is not uncommon for players to fail to stop the clock at the end of a game, so that one person's clock continues to run while checkers are being set up, etc. I stop the clock when I notice this, it, but it's impossible to know how much time has been lost.
My view is that BG tournaments should test BG skill -- not skill in manipulating a clock. However, it's unclear to me how to correct for the situation I described, as neither player normally knows how much time has elapsed.
Any suggestions? (Other than remembering to stop the clock) Is it OK for kibbitzers to point this out? (This raises the possibility that a player could be disadvantaged by partisan kibbitzers.)
