Ray, et al,

My ruling was made, when after listening to you and Joe both stating your cases and "possible scenarios" that could have arrived at you being on roll; and asking each of the kibitzers their recollection --and only getting Norm Wiggins to respond with any firm recollection as to the sequence of rolls that had occurred; I decided that I could not "fairly use" his recollection alone, since he is your known best friend and you typically share a piece of each other's action -even though Norm's reputation is without blemish, basing my ruling on only his comments did not seem to be FAIR.

You are correct, that the only way the dice could be in your cup is if it was your turn. However, with all the testimony and contentions, the "location" of the dice did not come thru to me as a clear settling fact.

I do believe that I made an incorrect ruling. And even after 30 years of directing and making rulings, I will add this recent experience to my "considerations process" for future use. My goal has always been to be FAIR AND CONSISTENT, and it remains that way today. Not be omnipotent, I am fallible.

And due to the possibility of fallibility, I have agreed in 2010 to include in my tournament rulings the "6.3 APPEALS. A player may appeal a Director's ruling" that exists in the USBG Rules & Procedures.

And yes, I do recognize that it is possible during the long contentious rulings process that occurred, the dice could have been back on the table and picked up by either player. BUT THAT DID NOT HAPPEN WHILE I WAS AT THE TABLE and therefore it is 99% sure that they were in your cup and remained there during the ruling process.
