Touch moves

I guess I'll be the sole person to weigh in on the other side of this. As backgammon is far more a pattern recognition game than chess (and especially because the pattern can change quite dramatically on a single turn), activities like counting shots are dramatically easier when you've made a test move. I think the current process is extremely useful to playing good backgammon. It's also easier to count the race after making a test move (the number is smaller).

The only 'rule' I would change is that undoing of a test move must be made completely, not partially. Particularly with doubles, this is where the confusion usually begins, not when making a test move but when it is undone partially. Making an initial move is often done in two separate parts where the first die is forced by rule or logic, and that should be OK.

A big aid when moving doubles is to verbally announce the number of checkers moved. I will often do this out loud while my opponent moves to keep it clear in my head, and will do it verbally myself when making my move.

Monitoring your opponent's play is just part of the game and would still be with 'touch move', as you still need to know if he's made an illegal move.
