Introduction of Baffle Box

Regardless of what the rules say, common sense should prevail, and when in doubt as to what constitutes "common sense," the tournament director is the "determinator."

So if I am playing someone who does not shake his dice, or "lays" them down on the board gently so that they don't roll or bounce, and I point this out politely to him, and he persists, I should be able to ask the tournament director if we can use a baffle box, and I would hope that the tournament director would say "yes."

Saying yes would end controversy as to whether or not my opponent shakes the dice "enough" or rolls them hard "enough" and the addition of the box would be a decision on the "safe side" relative to assuring that fair play is maintained.

Of course, the tournament director could issue a warning to my opponent or monitor the match to make sure the shaking and rolling is done properly, but again, how to resolve the problem is ultimately up to the tournament director, and if a baffle box is available and that satisfies my concerns about my opponent's rolling, why shouldn't it be used, even if it is in the middle of the match?

One argument is if my opponent objects. He doesn't like baffle boxes. Then the TD must decide, based on the individuals involved and the situation, how to handle the problem. If my opponent is known to be somewhat shady, has pulled some fast ones in the past, has been suspected of some sleazy moves, etc., I would hope that the TD would either monitor the match or insist on the baffle box.
