Chiva, you'll only need one of them, and you'll only have to use it if some players start bickering over something like: "He's not shaking his dice".

As for the obligation, I agree, you will probably never see that in regular tournaments, but when we wrote this rule, we were thinking that some events might have televised finals, where it would be preferred for the organizers to have players use a bafflebox. Then it would be stupid not to have this option in the rules, risking that a player insist on his right not to use a bafflebox, thus ruining your "setup". The deciding games in a "six-figured-purse" tournament could also have the TD want to use a bafflebox, to be 105% certain that a doubtful shake would not spoil the fun. SpeedGammon could be another tournament type where a bafflebox obligation could prove useful.

Anyway, we left the obligation in there to be on the safe side, should a scenario arise we hadn't thought of. But we have yet to see the first tournament sporting a bafflebox obligation, even in the finals!
