I believe that nobody will disagree with this statement, and I am very pleased to be able to say that.
[So, what if the following were proposed as a "suggestion" to tournament directors:
"If either player is not satisfied that his opponent is rolling the dice fairly and appropriate, he may request a baffle box be used at any time. If the baffle box is available, and the tournament director believes it is a reasonable request that would eliminate questions about rolling, the tournament director will allow the use of the baffle box (even if the other player objects)."]
I think it needs to be: "the tournament director MAY REQUIRE the use of the baffle box.". Only the director may change equipment during a match. Thus the director is not "allowing" it; he is saying it must be used.
Btw, "suggestion" is correct. This is not a rule. It is a guideline. The rule as currently written is already clear that this may be done. The player may call the director regarding any perceived irregularity. The director may replace equipment for any reason. A baffle box is legal backgammon equipment. So it is a matter of pointing out that this "remedy" is a logical application of the existing rules rather than a new rule itself.
