When these rules [shaking properly] are violated. am I able to make my opponent reroll after his 66 joker?

IMO, no, and calling this into attention on a joker is the absolute worst time to do it. I would say you should never call for a reroll on account of poor shaking, as there would be no way to decide after the fact whether the dice were just stirred, not shaken.

What you could do is to give a notice that you are not satisfied with the shaking, and if that does not help call for someone to monitor the match. From thereon let the monitor decide on any rerolls.
