I don't think that because a practice is enshrined in the rules, that makes it fair. There are many unfair rules, and not just in backgammon. Fast rolling can indeed be rude, and should be discouraged. But the punishment should fit the "crime". The rule could also say that a fast roll forfeits the match. Too harsh? Unfair? Yes in both cases. The current sanction is less severe, but IMHO not fair to the non-championship player.
