Yes.

Anything that calls into question the randomness of the rolls cannot be allowed. The question here (and reason for the original post) is what constitutes shaking vigorously and rolling freely. Two solid up and down shakes followed by a dump where the dice bounce around on the board is all that is needed in my opinion. And that can be easily done by anyone without compromising the integrity of the game if they are low on time.
