1) Don't worry about tiebreaks unless is a tie for first and there's time for a playoff.

2) Random of course.

3) I don't know of any program for Swiss BG. If the event is small, do it manually, if largers, perhaps the Pittsburgh or Wisconsin staff have a program to share with you.

4) Number of points scored in matches shouldn't matter. Counting them would pervert the way tourney BG has been played for the last 4 decades.
