According to the rules, you must roll when it is your turn. You are not allowed to not roll and your opponent is not allowed to let you skip your roll, unless you are closed out on the bar. On the other hand, an illegal move can be allowed according to the rules. This rule may have originated to decrease arguments over what the roll was or what the play was, of which the former almost never happens with clocks. You only point it out if you are not playing legal moves and you do not consider it in your favor or you feel it is the honorable way to play the game. If you do not like this rule you can play legal moves with your opponents, if they agree. Clocks are used to prevent slow play, not to deprive someone of their turn. You are required to hit your clock when it is your turn, even when closed out. People often do this robotically for many turns and occasionally do not notice they have an opportunity to enter when a point opens and inadvertently hit their clock. This is not, or should not, be legal. IMHO, they should be required to roll when it is their turn and their opponent should be required to point it out if they inadvertently hit their clock without rolling.
