We haven't look into the effect new rule yet. (Only for postseason, so we have a while.)
Between equal teams, the 2009 rules give the receiver 57% GWC, assuming no outside factors (such as hurricane winds :).
I see a couple (related) reasons why the rule is only for playoff games for 2010 season:
1) Less impact means more likely to be accepted (by change-averse voters -- right, Phil :).
2) Time duration is a factor, especially for television. Early afternoon games that go longer than typical eat into the telecast of late afternoon games and late afternoon games eat into regular (non-sports) evening programming. There's no doubt in my mind that this rule will lead to longer games (obviously only for those games which make it to OT). The TV networks who pump zillions into the NFL are going to have a say one way or the other.
