Timothy: Thanks. That is the answer: Our objective is to maximize EXPECTED win and that is generally secured by minimizing AVERAGE number of rolls.
Jason: There are many end game exceptions. An example is the play of 21 with one checker on each of 6, 5, 4 and 3 points. 3/off has epc of 20.31 but 6/4, 5/4 (securing a last roll win with 44) has epc of 22.12.
I think in the UK both minimise and minimize are used but I'll try to use American English in future.
