Clock Rule 4.1

Any time my opponent breaks a rule or does something that irritates me (like picking up his own checker when I hit him, rolling too fast, talking while I'm thinking, etc.) I always give him a nice, friendly warning the first time and explain to him why the behavior bothers me.
If the behavior continues, the next step depends on the opponent and the mood of the game. Usually I just stop playing, smile and sit there so they know it irritates me and I won't put up with it, and they generally apologize and stop and it doesn't happen again. Once in a while if they persist, then you have a problem, and the best way to deal with it is to call the tournament director over and let him be the "enforcer."
