Are Advanced Round Entries Fair?

Let's ask a different question. Let's say you have a 16 player tournament with a $2000 entry fee. Anyone can enter this tournament by paying the $2000 entry fee. However, there are insufficient entries to fill the event. Therefore, the director creates qualifiers whereby players can pay only $1000 and have to win a 2-player knock-out in order to secure a spot in the 16 player event.

Is that fair?
