I'm almost certain that this already exist.
At least the "pieces" to do so has been around for years.
The phones of today are powerful enough to run a gnu analysis (you can play gnu on the iPhone), but sending to a powerful server would give you deeper analysis or even rollouts very quick.
Many years ago we did a "test" of this, just without the picture analysis, sending SMS messages back and forth. You had to jot in the position using a pen.
As for translating a picture to a position, back in the Jellyfish and Snowie 1 days, there were someone who did the Dueller software (I think it was called), that basically played two bots against each other using some picture analysis to spot the moves for each bot.
It sounds really intriguing, and I'm really looking forward to the result you get! May I ask what phones / OS you're planning to code for? Would you be putting the picture analysis software on the client side or at your server? (I guess putting it on the server will make all phones easily able to use this service, without running/installing programs - giving you a broad userbase instantly :-)
And how would you price the service? Free? Or something like x-ply for free, deeper analysis if you pay? X analysis per day/week for free, unlimited if you pay?
