If it bothered you, you should have let him know it bothered you and ask him to put the phone away. If he refused, then ask the director to decide what is appropriate.

If it didn't bother you, and thought it was more of a distraction to him than you, then let him fiddle.

As for using the phone to cheat, that's another story. If you have reason to mistrust the person you are playing, you should object to the phone, but otherwise, I believe the odds are poor.

Now, in my iPhone I have match equity tables, gammon values, the Trice Formula, hitting tables, and take points. I study these or use them to check myself between matches. It would be easy for me to take a bathroom break and cheat by using these tools during a match...(I don't by the way)....so phone or not, there is little to be done to completely stop cheating of this nature.
