Cultural differences or language differences?

In Response To: putting a zero ahead of a decimal point.... cultural differences (Nack Ballard)

If I write English, I use the decimal point; in any other European language (Dutch, French, Spanish, Italian, German) the decimal comma. If Chinese use our numbers (usually they don't and work with multiples of 10,000, 1,000,000 etc, each represented by Chinese characters), they use the English / American convention (if I recall correctly).

I drop the zero when it is clear from the context otherwise I keep it.
