I agree; those are legitimate questions. I mostly wanted to point out that the idea of measuring complexity by "number of levels" is complicated by the fact that one can change the number of levels just by changing the number of iterations of the game. It's pretty clear, for example, that you get more levels of skill with a 25-game backgammon match than with a one-game backgammon match. So which one is the correct measure of the "complexity" of backgammon? If we're comparing backgammon to chess, should we be comparing a one-game match of chess to a 25-game match of backgammon, or some other match lengths? I suggested equal time as a normalization; this is not perfect but I think it would be better than ignoring the issue entirely.
