I agree. Elsewhere, I've seen the "number of levels" proposed as a measure of the amount of skill in the game, rather than as a measure of the complexity. I think that makes more sense.
If one looks at the endgame tablebases in chess, it is apparent that chess is a very complex game. However, in practice, bizarre endgames like King and Queen versus King and four Knights never come up, so the complexity of that endgame is in some sense "irrelevant." What I think most people are really interested in is how much skill is involved, even if they use the word "complexity."
