Complexity of the rules is not usually what people mean when they talk about the complexity of the game.

Of all the more popular mind games, I think maybe Othello has the simplest rules. This is excluding "rules" of the form "punching the clock ends your turn," but including obscure rules like the exact conditions under which a chess game is drawn. But this doesn't make Othello the least complex game in the sense most people are talking about here.
