The answer is always offense before defense unless there are clear factors driving you towards defense. Such factors could range from the score to your opponent having a decent blitzing chance.

Here the score combined with the cube already being turned gives a nod to the defensive aspect but it's a curt nod, hardly noticeable. As is often the case in the opening when your opponent has made no inner board points of his own, use your 22 on your own side of the board. No need to panic.
