I agree, and that's a nice position to take in theory. But what about people with little or no experience playing with clocks? When do you suppose it first becomes apparent to them that they have an issue that needs special accommodation? It will be at some point in the middle of some match when it suddenly dawns on them that even if they don't dwell on their decisions they will never finish the match without running out of time.
All I'm suggesting is that if the director agrees that this particular player's condition warrants a larger delay time for the remainder of the tournament, that such decision take immediate effect. If the director does not want to (or is unable to) accommodate special needs, then there is no issue. But if he does make such allowances, and this individual is one for which he will do so going forward, I see little harm by doing so on the spot rather than having the allowance take effect starting with the player's next match.
And as I said in my last post - advise the player that he should make this request to the director in advance in the future. Are you afraid that unless we require this person to lose on time before giving this instruction that the lesson won't be learned?
