In the case of no clock, the rule could be that still ONE set of dice is used, and when your turn ends you put the dice in your opponent's cup, which the opponent must leave atop the frame on the side of the board, midway between the players. (If he fails to do so, you can place the dice at the same place on the frame or off the side of the board for him to retrieve.)
I'm in favor of this one-set-of-dice idea for non-clock games anyway, regardless of dice-roll-destination restrictions. It's not altogether different from using a baffle tube. There's no fast rolling and it's a lot more difficult to switch in loaded dice.
