Letting Sam govern (20/12) leaves 11 shots. Leaving a checker on the 20-point and getting the other to safety (14/6) leaves 10 PoH (Point-on-Head) rolls and some double-edged loose hits {6-4, 5-4, 6-3, 6-1, 5-1}. Even if those aren't correct hits (and thus are played otherwise), Blue still has to get that back checker out and around -- likely more difficult than cleaning up the two outfield blots when missed.
Further, assume Blue gets hit. It will be easier to enter when the hit occurs in the outfield, as the best White's board will be in that case is four points.
It's possible that cube access favors leaving only one blot, but without taking the time to look 1296 ahead, I'm not quantifying that.
