I believe it's Sam I've heard say "seven blots? What could possibly go wrong??"! I don't see a decent alternative that doesn't include hitting. So after 18/15* we must find a 4.

Looks like duplication here means we don't have to count shots. Between 15/11 and 13/9 (each of which removes a direct shot) 15/11 leaves duplicated aces (entering and hitting) while the alternative does not. That should be the fewer return shots.

18/15*, 15/11.
