In general if you still have a bunch of checkers outside, and some on the 13 point, then diversifying is the number one priority. Crossovers, and bearing your checkers into the appropriate high points, are important too but I would say that they are clearly less important than diversifying. So I would play 13/11 13/9 in both of your first two positions. Filling in the gap on the five point isn't a bad thought, but it's more urgent to spread out those checkers that are currently stacked on your 13 point. Your five point will naturally get filled in in the normal course of things if your checkers are diversified, but if you don't spread your checkers out then you risk being forced to play awkwardly with a bad roll.

In the third position, again you should be thinking in terms of what will give you the least wastage and the fewest misses. A psychological trap that I sometimes fall into is to split the bear-in and bear-off phases into two completely disjoint phases. "First I bear all my checkers in. Then when that's done, I'll start to think about bearing off." That is a conceptual mistake because one needs to think ahead. The only advantage of 7/3 is that it gives you a crossover so that you can bear two next turn. But it's not critical that you bear two next turn since you're likely to have some misses coming up anyway. And 7/3 creates inefficiency by going deep to a point that already has 3 checkers on it.

In the last position, you're again likely to have some misses and missing with 5's will be more painful than missing with 2's so you'll want to minimize that pain by playing 6/4. If you do roll a 2 later on, then playing 4/2 with it will be a reasonably efficient use of it. Similarly, if you have spare checkers on your 6 point then you don't need to worry too much about a gap on the 3 point since playing 6/3 with a 3 will be a reasonably good use of the 3.
