USBGF Ratings and Stats: Mission and Policy

I don't care for the word "should" there as it has two meanings and it is not clear which is meant. It could mean likelihood, as in "Since he has only a one point board we should be able to enter" and it could indicate a desired behavior as in "The teenager should be in school now but is likely skipping".
