Gregg - the isolation problem is something to consider in a rating system, as you suggest.
But (especially if the system is an ELO type system) the problem is not in regards to a player isolating himself at a certain skill level (eg. only playing a particular flight), but rather to populations in the system being isolated from each other.
What you must consider, is that the ratings are relative to you opponents strength. So as long as the population of players you are playing is not isolated, it really doesn't matter if you only play a certain limited set of players. IE. it is not the win rate alone that determines your rating. A player winning x% in the Open flight will have a higher rating than a player winning the same x% in the intermediate flight. The difference would over time be roughly the same, as the difference in the average rating of the flights. This will work as long as some players are mixing it up between the flights. Typically the Open flight will grow from players having been successful in the intermediate, thus having a higher than average rating there. And if you include as many recorded side-events as possible (jackpots, etc.) you'll get a higher number of matches "between flights".
